These are worn due to the operator not pressing down to disengage the locking edge from the notched arch.
Common signs of fault are the head pulling back while cutting.
Lever attaches to the bell crank lever and has a tooth on it that should sit tightly inside the notched arch to give a full range of positions when fitted correctly.
